Type 4 IST team members qualifications include the following classes to be completed prior to being deployed to an emergency incident:

•ICS 200 Basic Incident Command System or MUFRTI-NIMS, ICS for the Fire Service

•ICS 300 Intermediate Incident Command System or MUFRTI-NIMS: Advanced ICS

 •ICS 400 Advanced Incident Command or MUFRTI-NIMS: Command and General Staff

 •IS 700 NIMS- An Introduction

•IS 800 National Response Plan- An Introduction •Incident Support Team Orientation (3 days)

 •Additional requirements for position specific training may be developed as ongoing training.

Members filling Incident Commander, Safety Officer, or Operations Chief positions must have at least three years of incident management experience in an officer or management position.

Team Member Availability

When a full cadre of members is trained for the team, then a four month rotation will be implemented, and deployments will be staffed according to the on call members’ rotation. Members should strive for a 2 hour response time to the incident from dispatch time. Personnel agreeing to participate with the “on-call” IST are committing to being available on call for a possible two week deployment period. Most deployments will be much shorter in duration, but long term deployments are possible. It will be the Incident Commander’s responsibility, to fill the following positions from the cadre list at a minimum:

Safety Officer

Logistics Section Chief

Operations Section Chief

Planning Planning Section Chief

Information Officer

Liaison Officer

Team Commitment

Assignment to the team is a major commitment for both the member and the member’s organization. The member’s organization will be responsible for allowing the team member to deploy at a moments notice. The member’s organization is responsible for the members Workers Compensation and any other insurance while on deployment with the IST. Any overtime or backfill costs will be the responsibility of the team members organization. Attempts will be made to reimburse team members organization with any funds that are reimbursed by the agencies that were served by the team members. This can be a long term process and no guarantees are made that any reimbursement will be received. Ongoing training and exercises will also be a requirement for membership. Quarterly training and participation in exercises will be required to maintain readiness for team members. Team members will not leave the incident to return to their home unit without the authorization of the Incident Commander. No later than 72 hours after implementing the IST, the IC will do an Incident Analysis. The IC then will make a decision with input from interested agencies whether to continue the IST, transition to local control, or transition to a higher or lower level IST.

Ongoing Training and Exercises.

A key feature of the Missouri IST system is sustainment of current teams. Teams will be required to meet for ongoing training and exercises at least two times per year. One training session should be regional in nature and one should be a statewide drill. You as a team member and your agency should be prepared to attend these training seesions.
